We have received the Environmental Impact Assessment Report (hereinafter referred to as the "Report") and related application materials submitted by your company for the Comprehensive Utilization of Waste Power Lithium Battery Powder Technology Transformation Project of Guangdong Weima New Materials Co., Ltd. After research, the approval is as follows:
1.Project Overview: Guangdong Weima New Materials Co., Ltd. plans to invest 300 million yuan to construct a comprehensive utilization of waste power lithium battery powder technology renovation project (hereinafter referred to as "the Project") in the existing factory area of Renhua County Nonferrous Metal Circular Economy Industrial Base. The construction content of this project includes: building a waste lithium iron phosphate battery powder recycling production line in existing idle factories, recycling 30000 tons/year of waste lithium iron phosphate powder and 10000 cubic meters/year of lithium water; Convert the existing 7425 tons/year waste ternary lithium powder production line to a 45000 tons/year intermediate powder production line. The main production processes include leaching, purification, extraction, reverse extraction, evaporation crystallization, drying, and electrodeposition. Use some of the existing cobalt sulfate for cobalt electroplating, and add drying processes for nickel sulfate and cobalt sulfate. After the completion of this project, the factory will produce 4744.952 tons of lithium carbonate, 1442.771 tons of cobalt sulfate crystals, 42574.63 tons of nickel sulfate crystals, 5900.029 tons of manganese sulfate, 1200 tons of nickel and cobalt, 39571.776 tons of sodium sulfate crystals, 1583.343 tons of magnesium sulfate, 412.375 tons of (crude) zinc hydroxide, and 92.553 tons of scandium hydroxide as by-products.
This project has added 150 new employees, implementing a three shift system with an 8-hour workday per shift, and working 300 days per year. There are shift dormitories and staff canteens within the factory area of this project, and employees do not reside within the factory premises.
This project has obtained the Guangdong Provincial Technology Transformation Investment Project Filing Certificate (project code: 2303-440224-04-02-910111).
2.According to the evaluation conclusion of the report, the preliminary review opinion of Renhua Branch of Shaoguan Ecological Environment Bureau, and the technical evaluation opinion of Shaoguan Environmental Pollution Control Center,Collective review by the Environmental Impact Assessment Approval Committee for Major Projects of the Bureau,Fully implement the pollution prevention and environmental risk prevention measures proposed in the report,On the premise of ensuring stable and compliant emissions of various pollutants and meeting the requirements of total quantity control,The project will be constructed according to the nature, scale, location, production process adopted, and measures to prevent pollution and ecological damage listed in the report,From the perspective of ecological environment protection, it is basically feasible.During project construction and operation, the following tasks should also be emphasized:
(1)Strictly implement water pollution prevention and control measures. Construct water supply and drainage and wastewater treatment systems based on the principles of "separating rainwater and sewage, separating clean water and sewage, separating quality treatment, and laying exposed pipes", further optimize production processes and wastewater treatment plans, and reduce the discharge of wastewater pollutants. The saponification water, scandium residue, zinc residue, lithium residue, nickel sulfate solution, cobalt sulfate solution, manganese sulfate solution, and magnesium sulfate solution generated during the operation period of this project must be subjected to MVR evaporation crystallization treatment and not discharged externally; Workshop cleaning wastewater and initial rainwater must be collected and treated by MVR evaporation crystallization, and not discharged externally; The condensate generated by MVR treatment facilities must be reused for production and not discharged externally. During the operation period, domestic sewage must be pre treated in a three-stage septic tank to meet the second stage and third level standards of the "Water Pollutant Discharge Limits" (DB44/26-2001) before being discharged into the sewage treatment plant in the Industrial Transfer Industrial Park of Renhua County, Guangdong Province for treatment.
(2)Strictly implement measures for preventing and controlling air pollution. The organized emissions of sulfuric acid mist, particulate matter, nickel and its compounds, manganese and its compounds, cobalt and its compounds generated during the leaching, acid preparation, drying, electrolysis and other processes during the operation period of this project shall comply with the special emission limits for atmospheric pollutants in Table 4 of the "Emission Standards for Pollutants from Inorganic Chemical Industry" (GB 31573-2015); The organized emissions of TVOC and NMHC generated during the extraction process shall comply with the relevant requirements of the Comprehensive Emission Standards for Volatile Organic Compounds from Fixed Pollution Sources (DB44/2367-2022).
Take measures such as sealing and negative pressure to reduce unorganized emissions of waste gas. During the project operation period, the unorganized emissions of sulfuric acid mist, nickel and its compounds, manganese and its compounds, cobalt and its compounds shall comply with the "Emission Standards for Pollutants in Inorganic Chemical Industry" (GB31573-2015) Table 5 enterprise boundary air pollutant emission limits. The concentration of unorganized emissions of NMHC outside the factory shall comply with the "Comprehensive Emission Standards for Volatile Organic Compounds from Fixed Pollution Sources" (DB44/2367-2022) Table 3 unorganized emissions limits for NMHC inside the factory area. The unorganized emissions of particulate matter shall comply with the "Emission Limits for Air Pollutants" (DB44/27-2001) Table 2 second period unorganized emissions monitoring concentration limits.
After the implementation of this project, there will be no additional emissions of nitrogen oxides (NOX) and volatile organic compounds (VOCs).
This project should adopt advanced and mature waste gas treatment technology to ensure that the efficiency of waste gas pollutant treatment is not lower than the recommended value in the report.
(3)Strictly implement measures to prevent and control soil and groundwater environmental pollution. Strengthen the management of pollutants throughout the entire process, and work together to promote soil and groundwater environmental protection in accordance with the principle of combining "source control, process prevention and control, tracking and monitoring, and emergency response". Regularly carry out soil and groundwater environmental quality monitoring, grasp the dynamic changes in the environment, scientifically and reasonably layout production and pollution control facilities according to local conditions, and adopt anti-seepage measures in different zones.
(4)Strictly implement measures to prevent and control noise pollution. The project should use low-noise and environmentally friendly equipment, and adopt measures such as shock absorption, sound insulation, sound absorption, and noise reduction for the sound source to ensure that the noise at the factory boundary meets the requirements of Class 3 standard limits in the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB 12348-2008) during the operation period.
(5)Strictly implement the requirements for classified treatment and disposal of solid waste. The storage and disposal of general industrial solid waste should meet the requirements of the "Pollution Control Standards for Storage and Disposal Sites of General Industrial Solid Waste" (GB18599-2020), and the storage of hazardous waste should meet the requirements of the "Pollution Control Standards for Storage of Hazardous Waste" (GB18597-2023) and be disposed of in accordance with laws and regulations. The project should reasonably arrange a solid waste temporary storage site with sufficient capacity. All types of solid waste generated during the operation period should be stored and disposed of properly according to the requirements of the report, to avoid long-term and excessive storage beyond the warehouse capacity in the factory area.
(6)The construction and operation periods of the project should be scientifically planned and reasonably arranged, accurately identifying and judging potential environmental risks, formulating and implementing effective environmental risk prevention measures and emergency plans, establishing and improving the environmental accident emergency system, effectively implementing the accident risk prevention and emergency measures proposed in the environmental impact assessment documents, and preventing environmental accidents from occurring. Dispose of various types of solid waste generated during project operation in accordance with the law, establish and improve emergency management mechanisms for solid waste storage, and cooperate with the park to do a good job in solid waste supervision. Adequate capacity initial rainwater tanks and emergency response tanks should be reasonably arranged, and anti leakage measures should be strictly implemented. Environmental management and pollution monitoring should be strengthened to ensure that initial rainwater and accident wastewater do not affect the external environment. Strictly implement the requirements for safety production of environmental protection facilities and prevent the occurrence of sudden environmental accidents.
(7)Strictly implement the environmental monitoring plans proposed in the report. According to relevant national and provincial regulations, sewage outlets should be set up and the height of exhaust pipes should not be lower than the recommended value in the report.
(8)Strengthen the management of enterprise ecological environment and actively accept social supervision. Further strengthen the stacking and usage control of raw materials, conduct component analysis on raw materials according to requirements, and strictly control the content of heavy metal elements such as thallium in raw materials. Establish smooth channels for public participation, proactively release corporate environmental information, consciously accept social supervision, and promptly address the reasonable ecological environment demands of the public.
3.The environmental protection investment of the project should be included in the engineering investment estimate and implemented.
4.After the report is approved, if there are significant changes in the nature, scale, location, production process adopted, or measures to prevent pollution and ecological damage of the construction project, the construction unit shall reapply for approval of the environmental impact assessment document of the construction project in accordance with the law.
5.Your unit must strictly implement various ecological environment protection measures and strengthen daily management of the ecological environment. The project construction must strictly implement the "three simultaneities" system of environmental protection, where environmental protection facilities are designed, constructed, and put into operation simultaneously with the main project. The optimized and refined ecological environment protection measures and estimates should be included in the bidding documents and contracts for design, construction, supervision, etc., and responsibilities should be clearly defined. Before the project is put into production or use and generates actual pollution discharge behavior, relevant pollution discharge procedures should be improved in accordance with the requirements of the current "Management Measures for Pollutant Discharge Permits", "Regulations on the Management of Pollutant Discharge Permits", and "Classification Management List of Pollutant Discharge Permits for Fixed Pollution Sources". After the project is completed and put into operation, your unit must conduct completion acceptance of the supporting environmental protection facilities in accordance with relevant laws and policies, prepare acceptance reports, and make corresponding information disclosure in accordance with the law.
6.Your unit should submit the approved report to Renhua Branch of Shaoguan Ecological Environment Bureau within 20 working days after receiving this approval, and accept daily supervision and inspection by the ecological environment department in accordance with regulations. The Renhua Branch of Shaoguan Ecological Environment Bureau should strictly implement the responsibility of local supervision during and after the actual implementation, and strengthen the supervision of the "three simultaneities" and independent acceptance of environmental protection for construction projects in accordance with the requirements of the Ministry of Ecology and Environment's "Opinions on Further Improving the Mechanism of Environmental Protection 'Three Simultaneities' and Completion Environmental Protection Independent Acceptance Supervision" (Environmental Law Enforcement [2021] No. 70).
